HOUSING CHOICE VOUCHER PROGRAM (HCVP)

The Housing Choice Voucher Program (HCVP) Department currently has 1,079 units allocated for vouchers. Housing Choice Vouchers allow low-income households to pay approximately one-third of their income in rent. The remainder of the rent is paid through federal subsidies to the landlord by CCHRA. Charleston County Housing contracts with the U. S. Department of Housing and Urban Development to administer vouchers for low-income families, elderly, and/or disabled people.

UTILITY and LANDLORD DIRECT DEPOSITS

These payments are issued no later than the fifth of each month.

PORTABILITY

If you are in a Housing Choice Voucher Program (HCVP) in another location and are interested in moving or PORTING TO the Charleston County area, contact your housing authority (Initial Housing Authority IHA) for approval and to begin the process of porting or transferring to CCHRA (Receiving Housing Authority RHA). Your Initial Housing Authority (IHA) will contact Rae Robinson via email at HCVP_portability@cchra.net to determine payment standards and administering your voucher. Anytime you want to move and you have fulfilled family obligations and followed PHA policies, you must always first contact your Initial Housing Authority (IHA) for direction to begin the process.

If you are a participant of the CCHRA and want to relocate or PORT OUT to another housing authority’s jurisdiction – anywhere in the State of South Carolina or the Continental United States where a Public Housing Authority with a HCV Program exists and is *absorbing, – contact Rae Robinson for assistance at (843)722-1942 ext. 119.

*absorbing refers to whether a housing authority will bill your existing Housing Authority on your behalf or whether it will take you into its program and then become your initial housing authority (IHA) thus, severing your ties with your current housing authority.

FAMILY SELF-SUFFICIENCY (FSS) PROGRAM

The Housing Choice Voucher Program (HCVP) Housing Program helps families become self-sufficient with established goals, such as first-time home ownership, starting a small business, or college education.

The Charleston County Housing and Redevelopment Authority’s Housing Choice Voucher Family Self Sufficiency Program celebrates the accomplishments of its FSS Graduates annually in October.

All graduates received funds from escrow to assist them with becoming self-sufficient. The 2014 year’s highlighted graduate was Mr. Roland Hall who was recognized for his efforts to better his quality of life. Mr. Hall worked parttime while on dialysis to save for a kidney transplant. After receiving the transplant, Mr. Hall, began to diligently work toward his dream of homeownership.

The previous year’s highlighted graduate was Ms. Claudette Gill. She realized her dream of homeownership and started an entrepreneurial venture, Gill Trucking. Her motto is “Real Women Drive Trucks.”
